Letter of Interest (LOIs) for New Continuum of Care (CoC) Project Funding 

The Alameda County Continuum of Care (CoC) is soliciting Letters of Interest (LOIs) from organizations seeking to apply for funding for new projects in the upcoming 2024 CoC Application cycle. Letters of Interest are optional. Organizations that do not submit an LOI will still be eligible to apply for funding when the HUD NOFO is released later this summer and the local CoC competition process begins. 

The purpose of this LOI process is for organizations to get a head start on developing new project applications and receive feedback from the CoC’s consulting team (Homebase and Kate Bristol Consulting) on whether the proposed program meets HUD’s requirements for CoC funding.  Organizations that have never received CoC funds are encouraged to submit an LOI.  Once your LOI is received, the CoC consulting team will reach out to you with feedback and can provide technical assistance to help ensure your program is eligible for funding.

Please note that the LOI applies only to new projects.  If your organization is seeking to renew an existing CoC grant, you do not need to submit an LOI.

Approval of the CoC Application, Project Priority List, and Final Ranked List of Projects!

Thank you to all project applicants for the FY 2023 CoC NOFO.  The NOFO Committee and non-conflicted members of the Leadership Board have approved the final list of ranked projects to be submitted to HUD.  The Alameda County CoC Consolidated Application, including CoC Application, Project Priority List and final ranked project list are available below.  These will be submitted to HUD no later than September 28, 2023.

Optional E-Snaps Training Session.  Our NOFO Consultant, Kate Bristol, is hosting an optional training session providing an overview of HUD’s e-snaps portal for organizations that have not used e-snaps before.  Staff of currently funded agencies who need an e-snaps refresher or who are new to e-snaps are also welcome to attend. The 2023 Continuum of Care local funding process has begun!

On July 5, 2023, HUD released the annual Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) for projects providing housing and services for people experiencing homelessness. The Oakland/Berkeley/Alameda County CoC will be hosting a Bidder’s Conference on Wednesday, July 26th from 9:30 to 11:00 a.m.  Any organization planning to apply or interested in applying for funding is strongly encouraged to attend the bidder’s conference.

The Oakland/Berkeley/Alameda County Continuum of Care (CoC) announces the opening of the 2023 CoC NOFO Local Competition.

Interested applicants must submit their local application no later than 5:00 p.m. on August 16, 2023.  Application materials are posted below:
